Peel the carrots
Cut the carrots into bite-sized pieces
Cut the potatoes into quarters
Coarsely chop the onion
Cut the cabbage into quarters
Spray the slow cooker with cooking spray
Put the carrots, potatoes, and onion into the bottom of the slow cooker
Pour in the water
Put the brisket on top of the vegetables
Pour the beer over the brisket
Sprinkle the spices from the corned beef packet
Cover the slow cooker pot
Set the cooker on High
Cook for 7 hours
An hour before serving, add the cabbage
Cook for 1 more hour
