Preheat the vegetable oil in a large skillet over medium heat
Add the ground beef to the skillet
Cook the beef, stirring frequently for 8 minutes or until no pink remains
Drain the fat from the beef
Add the chili powder, cumin, paprika, onion powder, garlic powder, and water to the meat
Bring to a boil
Reduce the heat to low
Simmer for 10 minutes, stirring occasionally
Warm the tortillas for 20 seconds in the microwave
Spoon some of the mixture into a tortilla
Add salsa, shredded cheese, and sour cream on top of the mixture
Roll the tortilla into a tight bundle
Repeat for remaining tortillas and ingredients
Serve
