Preheat the oven to 425F
In a medium mixing bowl combine flour, salt, baking powder, cream of tartar, sugar and garlic powder in a mixing bowl
Cut in shortening using a pastry blender
Add the milk to the mixture
Stir until completely blended
Add cheese to the mixture
Stir until completely blended
Liberally spray the baking sheet with cooking spray
Drop batter onto the baking sheet to make 15 biscuits
Bake in the preheated oven for 10 minutes
Remove the biscuits from the oven
Melt the butter in a microwave-safe bowl in the microwave for 30 seconds
If not entirely melted, run the microwave for another 10 seconds
Repeat until the butter is entirely melted
Brush the biscuits with the melted butter
Return the biscuits to the oven for 5 minutes
Serve
