Preheat oven to 375F
Spray the baking pan with cooking spray
Cut each potato in half lengthwise
Cut each potato half into strips about 1/2 inch wide
Place the potatoes into one ziploc bag
Add the olive oil to the potatoes
Seal the bag and shake to coat the potatoes
Put the parmesan cheese, breadcrumbs, rosemary, and garlic powder into the other ziploc bag
Shake the bag to mix the ingredients
Transfer the potatoes from their bag to the second bag with the dry ingredients
Seal the bag and shake to evenly coat the potatoes
Arrange the potatoes in a single layer on the sprayed baking pan
Bake for 10 minutes
Turn the potatoes over
Bake until lightly browned, about 15 minutes
Serve
